Dan likes fast cars, but he doesn't have one.
He doesn't have enough money.

-> If he had the money, he would buy a fast car.

Usally had is past, but in this sentence had is not past.
If he had the money = if he had the money now( but he doesn't have it ).

※If 뒤에 S + -ed 형태가 오는 경우, 상상속에서 벌어지거나
 현재로써는 어쩔 수 없는 바람 등 이루어지기 힘든 것들을 의미 한다.
 따라서 뒤에 따라오는 형태도 S + would ~로 생각속에서만 이루어지는
 바람이나 상황을 표현한다.)

- I don't know the answer. If I knew the answer, I'd tell you.
- Ellie lives in a city. She wouldn't be happy if she lived in the country.
- If you didn't have a job, what would you do? (but you have a job)
- If we had a car, we could travel more. (but we don't have a car)


You can say if (I/he/she/it) were or was....
- It's cold. If I were you, I'd put a coat on.(or If I was you...)
-I'd be happier if the weather were(or was) nicer.


Compare:
I want to go and see Judy. If I have time, I will go today.
(= maybe I'll have time, so maybe I'll go)
I want to go and see Judy. If I had time, I would go today.
(= I don't have time today, so I won't go)
